Ukraine warns it will not accept peace plan that crosses ‘red lines’ as Zelensky rallies European allies

KYIV — Ukraine has issued a stern warning regarding the peace proposal drafted by the United States, declaring that Kyiv will not accept any agreement that violates its fundamental principles or compromises its territorial integrity.

Rustem Umerov, the Secretary of Ukraine’s National Security and Defense Council, stated on Friday that the government is reviewing the “28-point plan” submitted by Washington but drew a firm line in the sand. “There can be no decisions outside the framework of our sovereignty, the security of our people, or our red lines,” Umerov asserted in a post on Facebook.

The statement comes as President Volodymyr Zelensky embarks on a critical round of diplomacy with European leaders, seeking to shore up support on the continent as the incoming Trump administration in the United States signals a shift toward a negotiated settlement that could involve significant concessions to Russia.

Zelensky held a call with his main allies, including French President Emmanuel Macron, German Chancellor Friedrich Merz, and British Prime Minister Keir Starmer, to discuss the U.S. plan to end the war.

The U.S. proposal, which the White House confirmed was delivered to Kyiv, reportedly suggests that Ukraine limit its army to a maximum of 600,000 troops after the war, rule out joining NATO, and withdraw from territory it still controls in the eastern Donbas region. Under the plan, the Donbas would become a demilitarized zone and remain under de facto Russian control.

European Commission President Ursula von der Leyen stated that EU leaders will discuss the 28-point plan on the sidelines of the G20 Summit in South Africa this weekend. “We will discuss the situation both with European leaders and leaders present here,” she said, emphasizing the principle of “nothing about Ukraine without Ukraine.”

However, António Costa, President of the European Council, noted that the EU has not received “any official communication” about the plan but remains committed to supporting Ukraine based on the UN Charter.

Meanwhile, the Kremlin warned Zelensky to negotiate “now” or face losing more territory. “The effectiveness of the Russian armed forces should convince Zelensky: it is better to negotiate now than later,” said Kremlin spokesman Dmitry Peskov, claiming Moscow had not officially received the U.S. plan either.
