The government of Paraguay announced on Thursday an expansion of its designation of Hezbollah and Hamas as terrorist organizations, now encompassing all their structural components, and also added Iran’s Islamic Revolutionary Guard Corps (IRGC) to its list of terrorist entities, President Santiago Peña said on social media platform X.
“The Republic of Paraguay reaffirms its commitment to the global fight against terrorism!” wrote the president. “We have expanded the designation of Hezbollah and Hamas as terrorist organizations, now covering all their components. Furthermore, we have designated the Islamic Revolutionary Guard Corps as a terrorist organization due to its systematic violations of peace, human rights, and international security.”
The decision was enacted through Decrees No. 3758, 3759, and 3760, according to a government statement released alongside Peña’s announcement. The text explains that Paraguay had previously only classified the armed wings of Hamas and Hezbollah as terrorist groups. Under the new provisions, the designation now applies to their entire structures, including armed, political, and social components.
Regarding the Islamic Revolutionary Guard Corps, the statement highlights its “systematic participation in human rights violations” and “involvement in terrorist actions on a global scale” as reasons for the listing.
The official statement emphasizes that this move aims to “strengthen strategic alliances” with allied nations such as the United States and Israel, within a “firm and non-negotiable” stance against terrorism, which it describes as “one of the most nefarious threats to the civilized international community.” It adds that Paraguay is taking a resolute stand “in the fight to eradicate this scourge that knows no borders or flags, and whose elimination will only be possible through effective cooperation among all nations.”
It also stresses that identifying entities that promote terrorist acts is “a decisive step” that enables the international community to act “in a coordinated manner to dismantle them permanently.”
According to the presidency, these actions position Paraguay as a committed actor in international security, human rights, and democratic development. “With these decisions, Paraguay reaffirms its unwavering commitment to peace […] and strengthens its relations with allied nations in this fight,” the statement concludes.
